Regularization by the state, a debt with the inhabitants of Playones and communal Sabanas in Colombia

Abstract

El presente trabajo tiene como fin desarrollar un trabajo investigativo de carácter histórico, teórico y social que permita desarrollar los conceptos de playón y sabanas comunales, y con ello identificar las relaciones de carácter socio ambiental de las regiones que ostentan esta clase de ecosistemas, así mismo identificar el conflicto social y económico que se presenta por el desarrollo de prácticas productivas en estas zonas que no han sido reglamentadas en su uso por la Agencia Nacional de Tierras ANT como lo reglamenta el acuerdo 58 de abril 16 de 2018 “Por el cual se fija el reglamento para el otorgamiento de derechos de uso sobre predios baldíos inadjudicables” como es el caso de playones y sabanas comunales. Es por esto que se hace necesario interpretar el significado ambiental que tienen estos ecosistemas para las comunidades campesinas de los municipios en nuestro país, de igual manera resaltar y rescatar el uso responsable que estas comunidades deben tener con estos ecosistemas y la importancia que les representa desde el punto de vista social, ambiental y económico.

The purpose of this work is to develop an investigative work of a historical, theoretical and social nature that allows the development of the concepts of playón and communal savannahs, and thereby identify the socio-environmental relationships of the regions that have this kind of ecosystems, as well as identify the social and economic conflict that arises from the development of productive practices in these areas that have not been regulated in their use by the National Land Agency ANT as regulated by agreement April 58, 16, 2018 "By which it is established the regulation for the granting of rights of use on vacant lots that cannot be awarded” as is the case of communal beaches and savannahs. That is why it is necessary to interpret the environmental meaning that these ecosystems have for the peasant communities of the municipalities in our country, in the same way to highlight and rescue the responsible use that these communities must have with these ecosystems and the importance that represents them from social, environmental and economic point of view.
